Victor Dimoulis has completed studies in Public Health - Public Hygiene , while, his postgraduate specialization is in the scientific field of Waste Management (Master of Science on Waste Management)

He speaks excellent English and he is certified in "Planning and Management of European Programmes" from the National and Kapodistrian University of Athens. At the same time, he is one of only 24 people in Greece who have been certified and awarded the title of "Smart City Planner" from the University of Thessaly, the University of Nicosia, and the Hellenic Open University E.A.P.

He is also a certified Adult Trainer by the National Organization for the Certification of Qualifications and Vocational Guidance (E.O.P.E.P.) of the Ministry of Education and Religious Affairs, while at the same time as of 2020, he also has certification in Sustainable Tourism and sustainability practices - sustainability in the travel and tourism industry (GSTC Certificate in Sustainable Tourism) from the Global Sustainable Tourism Council (GSTC).

He has participated either as a speaker or as a simple participant in numerous national and international scientific conferences and workshops belonging to his scientific fields of expertise (e.g. RETASTE, 9th International Conference on Sustainable Solid Waste Management, 7th EEDSA CONFERENCE, URBAN GROWTH CONFERENCE 2019, CIVINET2021, Digital Government Conference, e-Government Forum, Smart Cities Conference, etc.).

He is an active member of the Scientific non-profit organization "EEDSA - Hellenic Society for Solid Waste Management", as well as the research non-profit organizations related to energy, "Hellenic Energy Economy Association - (HAEE)" and "International Association of Energy Economy - (IAEE )".
